The British air ministry announced that the British Royal Air Force (RAF) had made reconnaissance flights over Austria and Bohemia during the night of 22 February 1940 and 23 February 1940 and propaganda leaflets were dropped over Vienna. The air ministry also stated that the British Royal Air Force (RAF) aircraft had bombed German warships in Heligoland Bight during the night of 20 February 1940 and 21 February 1940. Owing to bad weather conditions one aircraft failed to return.

Fighting was general throughout Karelian Isthmus. Russians were held before Viipuri in spite of continuous bombardment. Heavy bombing raids made by Russian aircraft over Finland.

Moscow denied the bombing of Swedish village Pajala on 21 February 1940.

Luftwaffe raiding planes attacked British shipping by moonlight. Captain and mate of the steamer, Gothic was wounded by bullets.

The Norwegian steamer Telnes was overdue and considered lost with all hands.

British naval Squadron reported in northern waters between Kirkenes and Murmansk.

Officers and men of the cruisers HMS Ajax and HMS Exeter entertained in the Guildhall.

HMS Achilles was welcomed home in New Zealand

State of emergency declared in Turkey, following an alleged crossing of Caucasian frontier by Russian detachment.
